There are two ways to manage databases from within the cPanel.  The straight MySQL Databases link and the MySQL database Wizzard link.  Both of these links are found under the Databases Group when logged into the cPanel.

From the MySQL Databases link in the cPanel, the user is able to create new MySQL databases, check and repair MySQL databases, add or delete MySQL database users and passwords, and assign or remove MySQL database users to databases.

The MySQL Database Wizzard can accomplish the addition of new databases by walking the user through the setup steps needed to create a database, a database user and password, and assign rights.
